Local

Local Cooperation

Cooperation of IUU Fishing: :

Extent of the oceans and the limited human resources, infrastructure facilities and supervision are factors faced by the Directorate General P2SDKP in the framework of law enforcement in the field of marine and fisheries. This is the various efforts made by Directorate General of cooperation P2SDKP with both parties in the country and with neighboring countries. Cooperation of the MoU is a signer, Patrol together, and exchange data and information.


A.  LOCAL

Cooperation in the prevention of Illegal Fishing on the local level is done with the various institutions, among Bakorkamla, TNI-AL, the police, judiciary and the Supreme Court.

  1. Bakorkamla
    Cooperation with the BAKORKAMLA cooperation is in the form of a coordinated operation in the region of Indonesia to secure the waters of Indonesia region, especially of a crime such as illegal fishing fishery. Example of this cooperation is the implementation of coordinated operations octopus-3 which was held on 30 October - 18 November 2007. In the implementation of the operation, the unit has been arrested 4 fishing boat suspected of illegal fishing have been doing.
  2. TNI AL
    Implementation of the cooperation between the DKP and the TNI AL implemented in the form of a combination of routine patrols and terkordinasi.
  3. Police
    One example of cooperation that has been done with the Police is a letter of agreement with No. 10 of 2003 regarding law enforcement in the field of marine and fisheries. Besides, is cooperation in the form of training PPNS.
  4. Attorney General and Supreme Court
    Cooperation with the judiciary and the Supreme Court made in the form of law enforcement cooperation in the field of fisheries such as the establishment of a special criminal court in five locations, namely Jakarta, Bitung, Belawan, Pontianak, and Tual.Pembentukan this court based on the decision letter Bersama (SKB ) No. 04 2005 The working group on preparation of the establishment of the fishery.


B.    INTERNATIONAL

At the level of international cooperation in response to the IUU fishing is done with the various parties, both the Bilateral and Multilateral. Cooperation is conducted in the form of joint patrols, signing the MoU, and others.

 

BILATERAL

Bilateral cooperation is carried out with various countries which are :

  1. Australia
    Cooperation of Indonesia and Australia one of them made in the forum Indonesia-Australia Ministerial Forum with the forum between Australia and Indonesia in Bilateral in various fields, one of which is the problem of illegal fishing, especially in the area of Eastern Indonesia. Implementation of the program is in the implementation of the Joint Patrol conducted a routine every year around the border between Indonesia and Australia. In addition, cooperation between the other is in the exchange of data and information, Capacity Building for Human Resource Indonesia, etc.. Cooperation is in the form of a forum RPOA, Australia and Indonesia is a country that has initiated the first time in the formation of RPOA.
  2. Malaysia
    Cooperation with Malaysia is in the handling of Illegal Fishing is coordination in the implementation of the patrol conducted regularly every year in the border between Indonesia and Australia. In addition, Malaysia is also one of the countries members RPOA.

Bilateral cooperation undertaken by other governments in Australia with some neighboring countries, such as Thailand, Philippine, East Timor, Vietnam, etc.

 

MULTILATERAL

  1. RPOA
    Regional Plan of Action is a collaboration made by the eleven countries, which was originally a joint initiative between Australia and Indonesia in the prevention and control of IUU fishing activities and to promote activities penanngkapan fish that are responsible in the Asia Pacific region. RPOA eleven member countries are: Australia, Brunei Darussalam, Cambodia, Indonesia, Malaysia, Papua New Guinea, Philippine, Singapore, Thailand, Timor Leste, and Vietnam.

    Since approved by the Minister of Fisheries of the eleven member countries (2007), RPOA has several times as a step to meeting the implementation of the RPOA, meeting are: the Kuala Lumpur Meeting (2007), Bangkok Workshop (2007), MCS Workshop (Bali, 2008), Manila CC Meeting (2008), Kuching Working Group Meeting (2008), Darwin Sub-Regional Workshop (2009), Penang-Port Monitoring Workshop (2009), and will soon be held in Manado MCS Curriculum and Capacity Building Workshop.
